Community Organization is a primary, macro-level method of social work. Murray G. Ross defines it as a process by which a community identifies its needs or objectives, orders these needs, develops the confidence and will to work at them, finds the resources (internal and/or external) to deal with them, and takes action in respect to them.
As a method, it is highly structured and tactical. It involves:
- Identifying and training local leadership.
- Building formal community structures (like committees, self-help groups, or unions).
- Systematically matching community needs with available resources.
- Focusing not just on the task goal (e.g., building a clinic) but heavily prioritizing the process goal—teaching the community the skills of democratic problem-solving so they become self-reliant for future issues.
