People's participation is the absolute bedrock of community organization. It means the active involvement of community members in identifying their problems, making decisions, and executing solutions, rather than being passive recipients of charity.

Significance:

1. Ensures Relevance (Felt Needs): When people participate, the programs designed actually address their true, most urgent needs, not what an outsider assumes they need.
2. Builds Ownership and Sustainability: If an NGO builds a water pump for a village, it might break down and stay broken. If the villagers participate in funding and building it, they feel ownership and will maintain it long after the NGO leaves.
3. Empowerment: The very act of participating—speaking in a meeting, voting, leading a committee—breaks the psychology of helplessness. It builds the community's confidence in its own capacity to enact change.
