Part A (Q2): Explain how is Right to Welfare a Human Right?
The Right to Welfare is fundamentally linked to human rights because human rights are not just about "negative rights" (the right not to be tortured, or the right not to be silenced), but also "positive rights" (the right to certain conditions necessary for a dignified life).
The Universal Declaration of Human Rights (UDHR), specifically Article 25, states that everyone has the right to a standard of living adequate for their health and well-being, including food, clothing, housing, and medical care, as well as the right to security in the event of unemployment, sickness, disability, or old age.
Therefore, welfare—the provision of basic social safety nets by the state—is not merely a charitable handout or a political favor. It is a mandatory mechanism required to fulfill a citizen's basic human rights. A state that fails to provide welfare to its starving or destitute citizens is, in effect, violating their human rights.
